Howard J. Bookbinder, CPA

Howard J. Bookbinder, CPA, practices in Fair Lawn, New Jersey, and is a former instructor of accounting and taxation at Rutgers University. Additionally, he frequently lectures on federal tax updates, payroll tax issues, ethics and Circular 230. Mr. Bookbinder has addressed many professional, civic and community groups in New Jersey, Ohio, New York, Alabama and Georgia, including the American Society of Women Accountants, Mended Hearts, Bergen County Bar Association, Rotary Clubs, Lions Clubs, AARP, The Telephone Pioneers and NCCPAP. He has also lectured to firms on an in-house basis in the area of professional ethics and taxation. Mr. Bookbinder is a frequent lecturer at many tax seminars sponsored by the New Jersey Society of CPAs, the AICPA, Kean University, Rowan University and the Internal Revenue Service. He served as chairman of the Cooperation with the Internal Revenue Service for four years and is a current member of the New Jersey State Tax Committee. He has been involved with the Internal Revenue Service symposiums for IRS employees and tax practitioners for the past several years. He is a past president of the Bergen Chapter of the New Jersey Society of CPAs and a past trustee of the New Jersey Society of CPAs. He is a contributing author for the Bergen Record’s Tax Mailbag column, and has appeared on the cable TV program of the same name. Mr. Bookbinder is the author of Write-up Services for Small Businesses, a book published by the AICPA. Mr. Bookbinder is a graduate of Pace University and has attended the American Institute of Banking.

Technical Services Supervisor

NJ Division of Taxation

Louis Carfiero CV is the Technical Services Supervisor (Regional Information Centers, North Region). Mr. Carfiero is responsible for the supervision and overall operations of 3 Regional Information Centers (Fairlawn, Somerville and Newark) that provide customer service and overall tax assistance to taxpayers and tax preparers on a primarily walk-in basis. Such assistance and services includes, but is not limited to: gross income tax preparation and assistance, sales and other business tax inquiries, various tax billing issues, property tax relief program inquiries and preparation assistance. Prior to his role as Technical Services Supervisor, Mr. Carfiero served for 5 years as a Field Investigator for the NJ Division of Taxation. He was responsible for performing investigations and collection activities as they relate to determination of tax liabilities, collection of tax revenues owed, ensuring appropriate tax return filings and overall enforcement of tax statutes administered by the Division of Taxation. He was responsible for interacting with taxpayers (individuals and businesses) as well as, tax professionals in the facilitation of the above responsibilities to ensure NJ State Tax enforcement and compliance.

Tom MacDonald oversees the field staff for the Compliance and Enforcement Branch of the Division. He is responsible for the expectations and procedures of enforcement used in attempts to obtain compliance. He also is the manager in charge of the contract with Pioneer Credit Recovery (PCR). Mr. MacDonald began his career with the Division of Taxation in 1980 originally assigned to the Division’s Call Center he spent the majority of his career in Field Investigation stationed in Newark or the Shore offices.

Mr. MacDonald was involved in the establishment and implementation of the Division’s initial effort in combating non-compliance with out of state businesses and the underground economy.

David Menist

Department of Labor and Workforce Development

From 2002 to the present, Mr. Menist has been employed with the New Jersey Department of Labor and Workforce Development. Over the course of the last 14 years Mr. Menist’s responsibilities include conducting audits, performing investigations, reviewing audit work papers, and being heavily involved in the Informal Hearing process. All of these tasks are met to ensure compliance with the Unemployment Compensation Law for the Department of Labor. Many of these functions include but are not limited to determining Employer status, valid claims for unemployment and disability insurance, and employee-independent contractor relationships.

Over the last 3 years, Mr. Menist’s main responsibilities are to perform, assist, and coordinate the Informal Hearing process in front of the Office of Administrative Law. In addition, Mr. Menist participates in Informal Hearing conferences and do Expert Witness testimony before appearing before the Office of Administrative Law.

Christopher Pfeffer

For the past 12 years Christopher Pfeffer has conducted audits and investigations to determine compliance with the Unemployment Compensation Law for the Department of Labor. These audits include determining status, valid claims for unemployment and disability insurance, and employee-independent contractor relationships. Mr. Pfeffer also participated in Appeals Tribunal Phone hearings as an expert witness in regards to employee-independent contractor issues and arranged for and participated in formal and informal conferences concerning objection to the findings of audits performed.
